Antares built a custom solution that allows NSW Aboriginal Land Council employees to carry out offsite compliance and risk reports transparently


Client Problem:

The NSW Aboriginal Land Council (NSWALC) is a statutory authority responsible for protecting the interests of the Indigenous people of NSW. Primarily, it secures and develops land rights to the value of $3 Billion for Indigenous people.


Information about land titles was scattered across six standalone systems that were used by more than 100 offices in nine regions. This data distribution hindered the visibility of the data, made it difficult and time-consuming to compile reports for executives and created severe governance issues.


NSWALC needed a system to create a consistent case management process across the organisation to:

  1. Improve tracking of case management plans
  2. Quickly identify and resolve problems arising from cases
  3. Improve reporting methods
  4. Replace existing system of Excel spreadsheets
  5. Gather and centralise data
  6. Build a scalable system with more insight into data and trends


Our Solution:

Antares Solutions created the Local Aboriginal Land Council (LALC) Management Support System. Using technologies such as Microsoft .NET Framework 3.5, Microsoft SQL Servers and Microsoft SQL Server analysis services, all information was aggregated onto a single database. The new system had three parts:

  1. Zone officers have a program on their laptops for offline access when working in the field visiting LALCs for regulatory assessments. When assessments are complete, data collected offline can be uploaded to the central server
  2. An intranet website allows zone officers to easily track and manage resulting issues for each case
  3. A comprehensive set of reports gives users a view of trends and meaningful data across time, zones and regions.


Antares also designed the LALC Management Support System to easily communicate with the NSW Aboriginal Land Council's compliance and funding database to prepare for new funding policies as they arise. It does this by providing a risk rating for each LALC.

 Benefits:

The NSWALC now has the information it needs for better, more efficient decision making. Zone officers are able to collect the data they need and more easily track and manage the problems that arise for each case. The solution allowed the following benefits:

  • Better Visibility: Operations are now centralised, leading to clear lines of authority and allowing staff to easily understand their responsibilities.
  • Improved Productivity: NSWALC is now clear about what it must deliver, not confused by disparate information. A single database has led to time and cost savings.
  • Enhanced agility and flexibility: Information is available to executives and managers more quickly. A single operating system is more flexible as it allows for easy and customised reporting.
  • Increased transparency: information is now available organisation-wide; there is an great increase in information sharing. There is now a single source of truth.
  • Improved reporting and decision making: the balanced scorecard and single database has increased efficiency. The new system has identified KPIs that staff are now focusing upon.
